Alternative Project Delivery

As the nation’s aging water infrastructure crumbles, as municipalities face increasingly stringent water quality standards, and as communities make do with tighter budgets, many are looking to alternative project delivery methods other than the traditional design-bid-build approach to design and construct their water and wastewater facilities.

Those who have tried alternative project delivery, such as design-build or construction management at-risk (CMAR), praise it for its ability to save time, reduce life cycle costs, and produce innovative, sustainable water infrastructure projects in a thoughtful and collaborative environment.

For some, however, the thought of using a “new” approach is daunting – and understandably so. Water and wastewater projects are extremely complex; no two are ever alike. Because there is no “one-size-fits-all” solution to a community’s needs, it can be difficult to know where to begin, and as important as knowing how a project will be financed is how it will be built. The Water Design-Build Council is dedicated to providing information to communities about the different types of project delivery methods available and the factors to be considered in making that decision.
